THE POSITION:
Under the direction of the Assistant Superintendent of Educational & Administrative Services, the Director of Curriculum & Instruction and Equity & Access is responsible for planning, organizing, and directing Curriculum and Instruction operations, activities, programs and educational services; managing the Curriculum and Instruction responsibilities for the County Office, including alternative education schools, rural schools and County schools; collaborating in the development, implementation, and evaluation of programs for continuous improvement to increase student achievement and close the achievement gaps in San Benito County schools; planning, implementing, monitoring, and evaluating state and federal programs.
DEFINITION:
This position requires subject matter expertise in educational programs, curriculum, pedagogy, and instruction strategies. The job requires the ability to use a student-centered approach to lead collaboratively and to support the needs of students in all San Benito County schools. Related administrative experience is necessary to assure success in a leadership role. This position has supervisory responsibility for the planning, assigning, reviewing, and evaluating the quality and quantity of work of professionals, technical and clerical employees.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Provide leadership and guidance to increase student achievement and close the achievement gap for all students including low income, English Learner and foster youth.
- Plan, direct and implement the Curriculum & Instruction operations, activities, programs and educational services to enhance student learning in County schools.
- Develop and implement the Countywide Professional Development Plan.
- Provide information and assistance to the Assistant Superintendent to fulfill the vision and mission and strategic plan of the San Benito County Office of Education and Educational Services Division.
- Collaborate with district to provide instructional leadership, technical assistance and staff development activities to county schools, and communicate state and federal education requirements to districts in the county.
- Continuously monitor and evaluate the efficiency and effectiveness of programs and services and identify opportunities for improvement.
- Direct the implementation of new programs and systems designed to achieve program goals.
- Encourage and support the efforts of administrators and staff to evaluate and reexamine their educational programs in light of desired student outcomes and current research.
- Provide direct service to under-performing school district/schools in the county including but not limited to those identified for Differentiated Assistance.
- Serve as the San Benito County Office of Education Lead for the Local Control Accountability Plan (LCAP).
- Develop the San Benito County Office of Education LCAP including gathering stakeholder input, completing the Annual Update and Goals, Actions & Services. Coordinate the approval process for district LCAPs annually.
- Provide technical assistance and professional develop to districts regarding the LCAP.
- Assist in the planning, organizing and coordinating of the countywide Teacher Induction program.
- Provide information, guidance, consultation and technical assistance to schools and districts concerning school and Local Education Agency (LEA) wide plans including but not limited to LCAP, Local Educational Agency Plan (LEAP), Single Plan for Student Achievement (SPSA), and School Accountability Report Card (SARC).
- Provide leadership, information and technical assistance in the area of curriculum, instruction and assessment.
- Support the SBCOE in the development, implementation, monitoring, and collaborating with other educators in the countywide integration of behavior supports and statewide initiatives (e.g. Multi-Tiered System of Support [MTSS], Positive Behavior Positive Behavioral Interventions and Supports [PBIS], Restorative Justice, etc.)
- Coordinate and supervise professional staff development activities for the County Office and on a countywide basis.
- Lead countywide committees and networks including but not limited to the San Benito County Instructional Services Committee. Coordinate and direct communications, resources, correspondence and information between County Office administrators, personnel, school districts, outside organizations, the public and various local, State and Federal agencies.
- Establish and maintain partnerships with outside agencies to enhance support for Department services. Monitor State and Federal programs related to Curriculum and Instruction.
- Complete State and Federal reports as required. Write and administer Department grants and the disbursement of related funds. Direct and authorize expenditures in accordance with guidelines and established limitations. Gather data and complete grant reports as necessary.
- Work closely with the Alternative School Principal to evaluate and develop a curriculum and instruction plan for Alternative schools.
- Plan, implement and arrange professional development for Alternative Education staff.
- Coordinate, attend and conduct a variety of meetings and committees; present materials and information concerning Department programs, services, operations and activities.
- Represent the County Office at local, regional and State meetings, conferences, in- services and events.
- Serve as the County Lead for regional and statewide committees including, but not limited to, Regional System of District and School Support (RSDSS), LCAP Directors, Student Programs and Services Steering Committee (SPSSC).
- Assist in the reviewing and/or revising San Benito County Office of Education Board Policies and Administrative Regulations related to assigned area.
- Develop and prepare the annual preliminary budget for Curriculum and Instruction; compile, analyze and review budgetary and financial data.
- Evaluate assigned certificated and classified personnel including assisting rural school districts with teacher/principal and teacher evaluations.
- Perform other duties, as assigned.
EDUCATION AND EXPERIENCE:
- Possess a valid California Administrative Credential.
- Master's degree from an accredited college or university, Valid California driver's license.
- Five years of responsible teaching experience and five years of administrative experience.
- Effective administrative skills, working knowledge of state and federal regulations and understanding of budget development and management processes.
- The applicant should have a distinguished record of accomplishment both as a teacher and as an administrator in education.
